To meet UL they would have to provide protection from the elements at the RV cord connection point. Progressive Industries has begun to develope this and has recieved UL on the lower end portable see here:

Unfortunately, the higher end units are still quite a ways off from getting UL mostly because of design issues due to the size of the enclosure.

I saw a post where the fellow was saying an RV with a hardwired surge protector was protected against a lightening strike by the hardwired surge protector - however the shore cord and connectors - from the RV to the pedestal - were fried to the tune of a $1,000 repair bill. That got me to thinking - could one put a hardwired surge protector in a weatherproof container and use a short length of male & female RV connectors to connect the RV shore cord to it and from it get power from the pedestal - and thus get the features that only the hardwired surge protectors give (UL listed, low/high voltage clamping and much higher joule levels to surges) - but also protect the shore cord from the RV to the surge protector if a lightening strike was to happen (assuming the surge protector takes the hit). The hardwired surge protector would be put inside a large (2 foot X 3 foot X 3 foot) plastic waterproof storage container (-large- to address any issues with heat and -waterproof- as it would be placed outside - exposed to rain) and the surge protector would be mounted on a platform of 2X4's thus putting it 5" above the bottom of the container (to protect against any possible water penetration into the container). The contraption would be -sort of - portable - and would have room for an autoformer if that was ever needed.
